John has 34 years of experience with the firm and focuses his practice on serving the legal needs of municipalities and school districts. He provides general representation for municipalities. He has tried numerous right-to-know cases on behalf of New Hampshire towns and has represented planning boards and zoning boards.

 

Recent significant cases include:

John has also developed a specialty in representing school districts in negotiations and litigation involving inter-town relationships. His work with school districts includes school board representation, special education due process and representation before the Public Employee Labor Relations Board. Highlights include:

  • Successfully defending the Kearsarge Regional School District formula for apportioning costs before the New Hampshire Supreme Court on behalf of the towns of New London and Newbury

  • Representing more than a dozen cooperative school district efforts

  • Successfully defending the Town of New Durham in an effort to remove the town from the Governor Wentworth District, a cooperative school district

  • Forming Prospect Mountain High School, the first joint maintenance high school in New Hampshire, on behalf of Alton and Barnstead

  • Negotiating the first break-up of an AREA high school (Conway)

  • Representing the Hopkinton School District in hearings regarding the non-renewal of a school principal

John F. Teague has been elected to a two-year term as Chairman of the NH Council of School Attorneys, a group that meets monthly to discuss education law issues. The NH Council of School Attorneys is part of the National Council of School Attorneys and is sponsored by the NH School Board Association (NHSBA) and the NH School Administrators Association (NHSAA).

 

John is a member of the Municipal Law Section of the New Hampshire Bar Association and the Chairman of the New Hampshire Council of School Attorneys. He has been an adjunct professor in educational liability at the University of New Hampshire School of Law and currently teaches a course on special education law at the University of New Hampshire. He also has conducted workshops on town and school issues. Recognized by Chambers-USA as a leading New Hampshire attorney, John has been selected for inclusion in The Best Lawyers in America® published by Woodward/White, Inc., and was listed under Education Law in the Top Lawyers List 2008 in NH Magazine. He has a Martindale Hubbell BV rating.

 

He is active in the Arthritis Foundation, having recently won its Volunteer of the Year Award. He serves on the Board of Directors of the YMCA Camp Belknap in Tuftonboro, which honored him with the Horace Blood Award for exceptional service. He is also active in the annual campaign for the Rumford Society of The United Way.
